Флаг Советска разработан "Союзом геральдистов России" и утвержден 31 января 2001 года.
Флаг внесен в Государственный геральдический регистр под №724.
Флаг повторяет композицию герба. На синем поле изображен белый вилообразный крест, над ним жёлтый ковш, из которого вытекает белая вода. По сторонам креста стилизованные птицы, повторяющие мотивы народной вышивки.
